Quick Definition: The AMLC is the central Financial Intelligence Unit (FIU) of the Philippines. It is tasked with enforcing anti-money laundering laws, investigating financial crimes, and preventing the country’s financial system (including crypto networks) from being used for illicit activities.
- Category: Regulation/Compliance
- Difficulty Level: Intermediate
🔍 How it Works
- Financial Intelligence Hub: It acts as a central repository, receiving and analyzing Covered Transaction Reports (CTRs) and Suspicious Transaction Reports (STRs) from registered entities.
- Asset Freezing Powers: Investigates financial anomalies and petitions the Court of Appeals to freeze suspicious bank accounts, e-wallets, or digital asset wallets.
- Policy and Compliance Enforcement: Collaborates with standard financial regulators (the BSP and SEC) and international groups to enforce strict global compliance benchmarks.
🇵🇭 The Philippine Context
In the Philippines, all licensed crypto platforms (VASPs and CASPs) must register directly with the AMLC as “Covered Persons”. They are legally obligated to report any transactional red flags to the council. Guided by the AMLC’s targeted regulatory tightening, the Philippines successfully achieved its major economic milestone of exiting the FATF “grey list” in February 2026.
