Quick Definition: Personal Equity and Retirement Account (PERA) is a voluntary, tax-advantaged personal retirement savings and investment program in the Philippines. Modeled after the US Roth IRA, it is designed to supplement state-sponsored pensions (SSS/GSIS) and provide a tax-free nest egg.
- Category: Personal Finance / Wealth Management
- Difficulty Level: Beginner
🔍 How it Works
- Triple Tax Perks: Contributors receive a 5% annual tax credit on contributions (which directly offsets income tax due), enjoy tax-free investment growth (exempt from withholding, capital gains, and dividend taxes), and are exempt from estate taxes upon death.
- Annual Contribution Caps: Local residents (employed or self-employed) can contribute up to ₱200,000 per calendar year. Overseas Filipino Workers (OFWs) can contribute up to ₱400,000 per year.
- The “55 and 5” Rule: To withdraw your savings and accumulated earnings tax-free, you must reach at least 55 years of age and have made contributions for at least 5 years.
- Early Withdrawal Penalty: Withdrawing before meeting the “55 and 5” criteria triggers a steep 20% penalty on gross earnings and forces the forfeiture of all claimed 5% tax credits (exemptions apply for severe illness, disability, or death).
🇵🇭 The Philippine Context
Established under Republic Act No. 9505, PERA is overseen by the Bangko Sentral ng Pilipinas (BSP) to deepen the local capital market and encourage personal savings.
- Easy Digital Access: Major local platforms like GCash (via PERA by ATRAM), UnionBank, BDO, and DragonFi allow fully digitized, mobile-first registration and fund management.
- Employer Tax Deductions: Private employers who match their employees’ PERA contributions can claim a corporate tax deduction equal to 150% of the employer’s share (leveraging incentives under the Capital Markets Efficiency Promotion Act).
- Eligied Asset Classes: Funds can be allocated across BSP-approved, PERA-specific Unit Investment Trust Funds (UITFs), mutual funds, government securities, and select stocks.
