Another blockchain-related measure has been filed in the House of Representatives, marking the 11th such proposal in the 20th Congress.

House Bill 5041
Titled “An Act Instituting a Blockchain-Based National Budget System to Promote Openness, Accountability, and Citizen Participation in Public Finance Management Standards and Accreditation System,” it is authored by Lanao del Sur 1st District Rep. Ziaur-Rahman “Zia” Alonto Adiong and was filed on October 1, 2025.
The proposed measure seeks to establish a blockchain-powered national budget framework aimed at strengthening government transparency, accountability, and citizen oversight in public finance.
Currently, the bill is pending first reading.
Before entering Congress in 2022, Adiong became widely known as the spokesperson of the Provincial Crisis Management Committee during the 2017 Marawi Siege and then became a member of the Bangsamoro Parliament from 2019 to 2022.
Aside from the blockchain bill, he also filed a series of bills in the House of Representatives aimed at strengthening education, human rights, disaster response, and public welfare.
Previous Blockchain Bills
In the 20th Congress, lawmakers filed multiple blockchain-related measures covering digital assets, government transparency, and budget accountability.
Proposals include creating a Strategic Bitcoin Reserve (HB 421), institutionalizing blockchain in government services (HB 4075), and establishing a Blockchain Technology Development Council (HB 4380).
Several bills, such as HB 4489, HB 4611, HB 4853, and HB 4935, push for blockchain-based national budget systems to ensure transparency and citizen participation, with Senate Bill 1330 proposing ₱500 million in funding for its rollout.
Meanwhile, HB 4792 and SB 433 focus on digital assets, seeking to standardize rules, require licensing of issuers and exchanges, and designate the BSP and SEC as lead regulators.
Recently, Senator Bam Aquino’s SB 1330, Blockchain the Budget Bill, had its public hearing where industry leaders, local officials, and the DICT voiced support. The discussion highlighted blockchain’s potential to curb corruption, enhance public trust, and allow citizens to track government spending in real time.
