 During the first day of the National ICT Summit, DICT USEC David Almirol explained that the eGOVchain initiative aims to create a more efficient, transparent, and paperless system to streamline government processes.

What’s the Significance: The eGOVchain initiative aims to modernize government operations by using blockchain technology to enhance efficiency, transparency, and potentially minimizing bureaucratic delays and corruption.


What is eGOVchain? According to Almirol, this initiative aims to secure and make government transactions transparent by using at least three nodes.

  • Decentralized Ledger: eGOVchain uses a decentralized, distributed ledger technology for secure government transactions.
  • Data Management: Unlike blockchain in web3, eGOVchain is solely for data management across government agencies.
  • Security Layers: Data saved is encrypted and must pass through three security layers, ensuring it is stored in three locations for resilience.

Benefits Highlighted:

  • Improved transparency and accountability.
  • Enhanced security against hacking and data alteration.
  • Reduction in fraud.

However: DICT USEC Almirol noted that considering that there is currently just one node active, this is still not considered blockchain.

Future Plans: The DICT plans to establish a second node with private sector support by the end of the year and a third node by 2025.
