The Philippine Amusement and Gaming Corporation (PAGCOR) has confirmed that “PhilWin Casino Online,” “PHLWin Online Casino,” or most commonly known as “PhlWin” in the country, is not licensed or registered with the government agency and not an accredited online/remote gaming platform/service provider in the Philippines.

“Please be informed that PHILWIN is NEITHER a PAGCOR licensed NOR an accredited online/remote gaming platform/service provider. For more details, please refer to the list of accredited service providers and approved gaming platforms in the PAGCOR website,” PAGCOR told BitPinas.

PAGCOR’s Official Statement on PhilWin Casino Online’s Legality

In a Facebook post, concerned citizen Joie De Vivre shared that she reached out to PAGCOR to inquire regarding the emerging gambling app PhlWin.

“So lahat ng content creator na nagpopromote ng PhilWin, you are promoting an illegal activity,” she wrote.

Following the increasing popularity of ‌PhlWin, several vloggers and content creators have already been making tutorial videos and other related content on the subject. Most of them even utilize it to promote their “codes” that serve as referral links to receive perks by onboarding new players.

Risk of Illegal Gambling

PAGCOR assured that the PhilWin site would be referred to concerned government agencies to address the unregulated and illegal operation of PhilWin, including the National Telecommunications Commission (NTC), the Philippine National Police (PNP), and the National Bureau of Investigation (NBI).

“PAGCOR advocates for responsible gaming only through legitimate online gaming operations,” the agency noted.

It can be recalled that PAGCOR has already warned the public against playing on illegal online gambling sites in 2022, noting that it is “a criminal act.

The agency also reminded players that they should only engage with registered and legitimate websites.

What is PhilWin? An Overview of the Controversial Online Casino

PhlWin or PhiliWin is a gambling game accessible through a mobile app or website that allows users to play and bet on games with real money.

It offers online casino games called Mines, Roulette, Double, Ring, Crash, Live Casino and more.

The online casino requires its users to “recharge” or cash in a minimum of ₱200 through e-wallets, particularly GCash.

According to the site that hosts PhilWin, Pesowin, it has already reached about 7.2 million active players, which is about 7% of the country’s total population.

“This site offers games with a risky experience. To be a user of our website, you must be at least 18 years old. We are not responsible for violating your local laws regarding online gaming. Play responsibly and have fun on Pesowin,” Pesowin wrote.
